In order to properly use the hooks you need to make sure the weight of the bags is pulling down on the hooks this way if they try to roll away the hook will actually swivel out and stop the bags from 'unhooking' themselves. Another good way I have found is to actually make a loop in both handles of the shopping bag and loop it over the hook and pull tight, this works better for lighter bags. These hooks don't clip in a sense they just sit flat when not in use. The pics are not clear but going by the second pic all looks good.
