I suggest you remove them if not already done so that both sides of your plates can be inspected and then follow Kev's advice. Most of the time my plates are off the car unless I know that I will be going off road. Over the years I have also removed rust spots on several occasions and repainted using a metal paint/primer. They do become scratched etc in rough terrain and rust can appear. I always remove plates and clean and inspect after off road driving.......especially after beach driving where sand cannot always be completely removed from underneath vehicle if they remain on the vehicle.
