I havent heard of this before but is it possible that it can do this?
If your key-in chime is disabled, it will do that and will completely block out the ECU from being read.

By standard you mean when you open the driver's door with the key in the ignition the car beeps to let you know that?
The part they want to replace is the engine immobiliser unit and you can either get them from wreckers or buy them new on eBay from the US for about $100 bucks. You will then need Nissan to program your existing key/s to the new immobiliser unit.
