In the ACT our rego laws, in part, state;
The position and visibility of numberplates plays an important part in helping ensure road safety. Obscured number-plates create difficulties in identifying vehicles detected committing a breach of road transport law by various camera enforcement tools. This may lead to instances of unsafe driving practices as drivers believe that they may escape penalties for such breaches. In addition, automatic numberplate recognition technology allows traffic to continue to flow freely at tollways when electronic tolling devices, such as e-tags, do not work or are not fitted to a vehicle. Consequently, there are specific requirements in section 59 for the positioning and visibility of numberplates on a vehicle.
Requirements
The Regulation requires that a numberplate is not obscured, defaced or otherwise not legible.
So I'm guessing that the answer to your question is a flat "NO", as I can't see why any other state or territory would have a different view of cutting-down a plate. My worry would be, if a police car comes up from behind you, he's gonna be real interested in (a) why your plate is so small and (b) exactly which state is the car registered in.

I'm pretty sure the license plates belong to the state government. You only have the right to display the plates. You don't own the plates as such.

Hey mants I just swapped my NT plates for some WA plates today and asked if I was able to cut it and I was told I wasn't. If I did I could be risking a fine from the police but I didn't ask what the fine would be.
