Hi Steve,
The T31 definitely has 2 horns at the front of the radiator, one is Hi and the other is Low tone as shown below
You will need to contact your dealer to ask about the 2nd horn and what happened to it
The air-horn needs to run on a completelt new circuit and needs to run on a separate relay and power feed, you also need to fit a bypass switch to toggle between the air-horn and factory horn as the air-horn is illegal as far as I know.

My T31 only had one horn too so perhaps its a diesel model thing.

Strange indeed, maybe the 2nd one is located somewhere else? We may need to compare the sound of the horn between diesel and petrol models to see if they sound the same
