Your scenario sounds like a very unusual one. I'm sorry to hear that your bumper is being hit so often. If you have gone to the extent of installing CCTV, then perhaps there is a bigger issue with the location in which the damage is taking place? I.e. this would be the case with anyones car? I'm also pretty sure you can get a new bumper for alot less than £800 from a scrap yard.
To be fair, if it's not the bumper taking the hit, it will be the finish on the nudge bars.
Perhaps structural benefit was the wrong word. What I mean is, if there was a head on impact with another car at speed, the bar is unlikely to help much.
My point about pedestrian safety is that the front of modern cars are designed to flex to reduce injury. Try pushing the front wings, they are very flexible. By having a solid metal bar of any kind of the front, you are increasing the risk of shattering a shin, breaking ribs, or if it's a child, hitting them straight on the head with an object that won't give way.
In the circumstances you have described I would reconsider where the vehicle is being left if possible. If you need a new bumper, check ebay for breakers.
