It shoud sit flush with the plastic moulding as seen here:

Make sure you slide the bash plate under the heads of the bolts to lock in place and then tighten them.

Mike,
I am in negotiations and having a meeting with a local (Australian) 4WD supplier who might be able to help us in this regard. I will advise later in February when I have my meeting with them.

The insulation is there on the plastic nissan bash plate to prevent it being damaged by heat of the exhaust pipes and to reduce rattle. It has nothing to do with sound insulation I believe.
The metal bash plate has two soft pads (the red circles) that stop the bash plate from vibrating.
