Hi Ben,
Here is a photo of where to fit the bracket and bolts.
The following photo shows the mounting position for the engine cover (in addition to the mounting point of the bracket above)
Notice that we don't have the top mounting point, so the engine cover will be held by 2 screws only which is fine.
Here is the engine cover mounted in my engine bay

Not in Australia, but I do have the part numbers for this bracket and bolts. I think Ben is having probs with the engine cover screws which I thought were available at Bunnings as well, otherwise Nissan would have them. Most screws are standard.

Ben,
You only need 2 screws to hold the cover in place. Left and right.
I have a spare screw which I didn't need for the middle screw position (not used) and I think Brett should have one spare as well. I can send you mine if you like and if I can find it.

Ben,
Are you saying that you have the top screw position in the throttle body as shown in this pic??
This is strange indeed and may prove that Series I and II have different throttle bodies..WOW! Yet another difference!
