Did you put the penetrating oil in while the engine was cold or warm ?
Stuck plugs can usually be from either a carbon buildup from the combustion chamber or corrosion due to moisture in the spark plug hole past the connector.
Try alternate tightening, then loosening, each time loosening a bit more until the force becomes less to loosen. The spark plugs will always feel tight to loosen and you may hear some squeaking as the corrosion or buildup is gradually broken free from the mating threads.

Due to the uneven expansion of the metal sparkplug threads and the alloy head it is recommended to remove them while the engine is cold.
