It might not be the HID bulbs that are blown, rather the gas discharge ballast. You'll need to visit the auto electrician for diagnosis.

OK. Now that you've proven that you have 0 volts at the headlight plug, go online and buy a pair of REPUTABLE HID ballasts. OK, they're going to be a bit dearer than the "kinda works for a while" type, but they're worth it. Unfortunately, HIDs all have this problem, and all you can do is keep replacing globes and ballasts. Sorry.
Don't bother with the auto electrician, you've already proven the problem.

Actually, spend a bit more a buy reputable brand ballasts like Bosch for example. I don't think that Nissan sells them that expensive either, so check with them first.
