Two drain plugs on transfer case


What is the purpose for 2 drain plugs on the transfer case ? : one has a 14mm hex socket and the other 10 mm hex socket.

I had the major service done at the 170k mark with all the fluids changed, last night when changing the oil I noted a bit of oil near these plugs (in great condition - runny honey like) is there an overflow breather near this, I'm a little worried as it's 10k since the transfer case fluids were changed and I haven't done any 4WD since, all FWD on-road driving.

I note that on the higher plug the threads are exposed - as in it's not screwed in all the way, is the norm?
