So in Qld, what was the ruling?
I am assuming that under the condition you simply buy larger tyres othe existing steel OEM rims, then 7% would be fine?
Also, I find it interesting that different rules seem to apply to different rim sizes. If you look on your tyre placard (mine anyway) they have OEM sizes for both the 16" steel and the 17" alloy. My assumption would be that the larger rims would simply relate to the "higher class" of the model. So why should it matter if aftermarket rims are smaller or larger? Secondly, rim size shouldn't make the overall difference when talking about OD. So long as the OD complies with the law.
Does that mean I couldn't go to 18" rims? Yet the newer model XTrails starred to come out with 18"s.
I would also like to point out that technically my current tyre size doesn't fit in the original housing in the boot, even deflated. As for the Speedo subject, the 48mm increase has actually adjusted corrected my speed (relative to 2 independent GPS units) to 100%. I.e. It's now spot on :-)
Just my two cents.
$100 rims! Sound like a good buy :-)

It looks like on the whole, QLD has adopted NCOP LS, which means for X-trailers its 15mm OD increase (the 4WDers are happy, because for them 50mm is a decent increase over the old 15mm rule; the Jimny's are loving it)
From memory under the NCOP (which QLD now refers to), i think you can safely go up/down 1 rim size. So an older T31, that came with 16" rims, can legally go up to 17" (you can't fit 15" to any T31). Later T31's that came with 17" can go to 16"/18"... and the luxury 18" models can go to 17"/19" (or potentially 16" if their tyre placard had a 17" size on it).

So just for clarification, what makes an X-Trail less of a 4WD than say, a D-Max? Doth are normally 2WD unless they are switched to 4WD High range, and neither have locking diffs.
Trial fitting 235/70/16's to my T30 tomorrow. Will let you know how they go on an un-raised car.

I spoke to ACT RTA who told me that because its NCOP wording ambiguity, speak to Dept of Infrastructure (Commonwealth Department) who actually controls the document.
It was a grey answer, but it comes down to 'designed for off-road' - back when I asked, there was no Amarok, so they went with no Low Range (D-Max has LR). That's pretty much it - I put up a fight... saying the 4x4 lock system was additional to AWD systems and could ONLY be used off-road otherwise permanent damage would occur. Nope... no cigar. I said, what about a base petrol ,manual Subaru Forester (had the 1.2:1 transfer case), and they gave me a waffley answer that it would probably be ok
I might draft up a full letter, and see whether they'll accept an X-trail with Nissan's 4x4 system. What is the Pathfinder these days, but for a larger version of the X-trail: similar 4x4 system and no LR.
