Lowering the RPM by changing diff centres is not a good idea.
The car will struggle in any gear as power will be below the RPM needed.
The RPM is set for a reason, it is there too match the power and torque of the engine.
Have you thought about going one size taller in tyres.

My tyres are 34mm larger in diameter and changes the speedo (and therefore revs) by around 8-9%. It's not going to give you a massive difference.
2000rpm in 4th at 60km/h is fine. For a 4 pot petrol that is still fairly low. If you ever tow on the highway you will find that 3000rpm in 5th is not enough to pull up steepish hills. I wouldn't worry too much about that.
