The voltage output for USB is always 5V.... The amp output is generally what varies. Older phones use to be ok with a 500mA power input (5V * 500mA = 2.5W) but that has been increasing over the years so now newer phones more power to charge. One option is to try a thicker gauge USB cable to cut down on the electrical resistance. The USB port in my T31 console box supplies a charge rate too low to charge my phone. It lights up the phone, and everything appears normal, but the battery level of the phone continues to slowly fall. No problem with the cigarette lighter socket; I use a charger plugged in there which works well. I have installed a charge rate checking app on my phone, and it does tell me that the charge rate is definitely too low. The same port works OK to play music from a USB stick.
