Yes it does.
Also note I managed to work out how to get the avatar working...
just had to remove all the code before and after the img.../img placeholders and change the https to http such as

Yes Dave, your Avatar is working fine for now and so is Julie's, but I'd migrate it across to Flickr if I were you.

Got the letter, now it's all gone.
I'm sorry, but couldn't cope with going back and re-doing pics. Just.too.hard. As I'm sure it is for lots of people.
I think we'll ending up having to host our own pics, for a cost - but at least we'll be paying for something we have control over.....more or less. I've been thinking of using a paid site for quite some time, but nothing ever appealed, and then I forgot.
Even so, paying doesn't guarantee forever, when they can shut sites down overnight, like they did with MegaUpload. Lots of people lost all their information, including businesses.

The Photobucket problem was the way they allowed for direct links that showed full-sized pics without having to visit their website. This meant they did not get the advertising revenue which they relied on for their site. With so many users as they state they have then even $1/mth would have seen them rake in plenty of revenue and people wouldn't have minded.
Other free sites do not let you do direct linking and only give you a text link which you need to click and visit the site to view the pics. They get their advertising revenue but people prefer to have visible pics in their blogs and forum posts so it is not as attractive to them.
Flickr allows the direct linking, provided the link to Flickr itself is not removed and the pics have the appropriate Flickr recognition, as stated in their ToS.
