I don't know the noise you are describing but the first thing you need to know about the M9R Diesel is that the turbocharger is a variable geometry turbo and does not have a waste gate. It doesn't need one - when the engine no longer needs boost the vanes simply shift to the neutral position and cease the charge air supply instantaneously. The vanes are driven by manifold vacuum. Most of the modern turbos are VGTs - only older ones like those fitted in Nissan Skylines etc have waste gates. VGTs are the way of the future.
Now it could be that the vacuum system that activates the gates is perhaps a little blocked or slow or something - that might account for the overboost back into the air box - if that's what the noise actually is.
The VGT is a pretty reliable device - but I have to say the noise you're describing is not something I've heard...perhaps a better description of it would help?
