Hi Jason,
Are you able to get engine bay heat when you turn the dial into the red zone and have the air vent set bring air from the outside? This shouldn't need anything electrical to operate and the warn air should come through as you drive even without a fan. Try this and see how you go.

Could be that a cable has snapped to open and close the vent inside the heater box.

You have to pull apart the heater box to inspect, the dial is probably electronic connected to a servo of some sort, either the servo is connected directly to the vent flap and its faulty or there is a cable / linkage connecting the two together that has snapped.
Someone here might have a picture of the heater box in exploded view from the T30 ESM that would verify this.
Kev (revheadkev) or Jalal (jalalski) might be able to do this for you.

Suggest you take the car to an auto electrician to troubleshoot, as the fault could be within the fan assembly itself and the air regulator could be faulty.
I looked in the manual and it's pretty complicated and spans-out over 10 pages.
