I just went through the same process, and found that different dealers have different levels of knowledge. The first dealer here in Ipswich had no idea, and in the end suggested a locksmith. I got a quote for about $30 and thought this was a bit steep. I then rang another dealer in Brisbane and they were that helpful it wasn't funny. They knew all about how to get these keys, and how long it took. It cost me $17.50, and took a week as they had to come from Melbourne. All I had to give them was the number on the lock, and when I got them they worked perfectly. If they seem a bit tight at first, just spray some WD40 into the lock and that will free things up. Sorry for war and peace, but I just wanted to illustrate how much difference there can be from one dealer to another.
The dealer who got me the keys was Highway Nissan at Springwood, near Brisbane.

Something that may help:
"r17" will refer to the size oif the head, and from what you describe it sounds like either a hex driver or a torx driver, although trox sizes are usualy preceeded by a T, eg "t16" (suitable for mobile phone screws)
If you have a look in your nearest hardware store you should find either a set of allan keys with this size or a screw driver with a r17 (hex) head.
as for the keys, I agree with previous posts, and would second that you go to a locksmith with the lock number, and I am led to beleive that this is a common key profile and a lock barrel with only 3 pins. Making it a cheap fix.
failing that, learn how to lockpick from youtube lol...

The "genuine" roof bars on the T30 were sourced from Rola and the T31 from Thule. The Allen Key you need is a security Allen key and you usually get the appropriate bit in many of the multi bit kits from places like Jaycar (that's where mine came from) or Bunnings. The Rola screws are substantially smaller than the Rhino Rack ones so a Rhino Key won't fit.

Is there a number on the lock cylinder, if so a locksmith can help you out.
If not, try to pick the lock or see if someone else's key in your area fits the racks.
Try every key you have, you never know.
