Hole in Inlet Duct

Does anyone else have one of these in their inlet duct? Looks as though something has been cut off. Also looks to have a QA line across it so I'm guessing it is like this ex-factory. Thought I would plug it unless anyone knows the reason it is there.

This is standard across all factory intakes. A pressure stabilizer I reckon.

I reckon it's a casting/moulding hole.
