The 20K service does state that the need to "inspect" wheel alignment, this is only a visual inspection of abnormal tyre wear, which is what you had and they should have picked it up, rotation and balancing is only done if you ask them to do it.
If the tyre wear is excessive, you have the right to complain about their level of service, as it is part of the check-up list, no matter if it's done by the dealer or they take the car somewhere else to have this done.

Would this be necessarily true of all Nissan dealers? {A hard question perhaps}
FTG Nissan claimed they did one for me FREE and gave me a copy of the pre and post results.

Not sure mate, as each Nissan dealership is different and they seem to be doing their own thing, so it all depends on what you exactly ask the dealership to do when you drop the car off for servicing. I always ask them to perform a tyre rotation at the very least.
