Sounds like a battery problem. If the blower cuts out when starting then the amps draw on the battery from the starter is pulling the volts too low for the fan to continue running. This might also mean your starter is not turning fast enough to build the pressure needed for the diesel to start reliably and quickly.

There is nothing I can see in the service manual which says accessories are disconnected when starting. Usually it is just that battery volts go too low due to current draw that most accessories temporarily turn off.
