With engine control modules these days, the need to press the accelerator pedal when starting is not recommended.
Can you always start the engine when the transmission is in neutral ?
If you can then there could be a fault in the park/neutral switch but I would expect the starter motor not to turn over either.

You can do an idle relearn yourself using the procedures in this guide
Idle Relearn Guide
Make sure your aircon is switched off and the engine is at normal operating temp before starting this procedure.
You will know that it has done the idle relearn properly because the engine will slowly decrease rpm until it nearly stalls and then increase again back to the correct rpm and stay there.
DO NOT turn off the engine until this process has finished.
If it does not do this process then start from the beginning of the steps again.

Depends on the software and the compatability of the connector with our OBDII system.
Some chipsets work, others don't.
Search the forum for OBDII readers and you'll find a thread somewhere about it where the exact protocol you'll need will be listed.

When you did the relearn did the idle revs slowly drop to almost stall and then pick up again to around the 750rpm which is normal ?
